Senior Project Manager
Location: Washington Navy Yard, Washington D.C.
 
Position Overview
The Senior Project Manager will provide leadership and oversight for project execution within the Naval Sea Systems Command Safety and Regulatory Compliance Directorate (NAVSEA 09), supporting the Navy Modernization Planning and Sustainability Department (NAVSEA 09P). This role is essential to ensuring the successful implementation of modernization policies, engineering change management, and integrated logistics support across Navy platforms.
 
Key Responsibilities
• Lead and manage complex modernization projects from initiation through execution and closeout.
• Develop and maintain project schedules, milestones, and deliverables aligned with NAVSEA 09P objectives.
• Facilitate collaborative teaming and internal communications across cross-functional stakeholders.
• Apply ISO 9001 – QMS and CMMI Level III principles to project execution.
• Manage engineering change processes and ensure compliance with DoD 5000 procedures.
• Oversee personnel management and ensure team alignment with project goals.
• Conduct milestone management and ensure timely delivery of project phases.
• Support modernization policy development, documentation updates, and stakeholder engagement.
• Coordinate and facilitate working groups, training sessions, and modernization policy discussions.
 

Responsibilities

Required Qualifications
• Bachelor’s degree in Engineering or Business Management.
• Project Management Professional (PMP) Certification.
• Minimum of 15 years of experience in Project Management.
• Experience with ISO 9001 – QMS Principles and Practices.
• Experience with CMMI Level III Principles and Practices.
• Experience in Engineering Change Management.
• Collaborative team facilitation experience.
• Internal communications and stakeholder engagement experience.
• Milestone management and project execution experience.
• Personnel management experience.
• Able to obtain and maintain the security clearance required for the position. 
 
Preferred Qualifications
• Master’s degree in Engineering Management or Business Management.
• 15+ years of experience in DoD/Navy Program Management.

Physical Requirements:
 Work may involve sitting or standing for extended periods of time.  Position may require typing and reading from a computer screen.  Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.  There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required.  Possible lifting up to 25 lbs.

USD $156,116.00 - USD $170,986.00 /Yr.
