Senior Program Manager
Location: Washington Navy Yard, Washington D.C.
 
Position Overview
The Senior Program Manager will lead program and project management efforts in support of the Naval Sea Systems Command Safety and Regulatory Compliance Directorate (NAVSEA 09), specifically within the Navy Modernization Planning and Sustainability Department (NAVSEA 09P). This role is critical to the successful execution of Engineering Configuration Management (ECM) and the Navy Data Environment (NDE) for ship modernization initiatives.
 
Key Responsibilities
• Lead integrated program management activities including scheduling, resource allocation, financial oversight, and stakeholder engagement.
• Develop and maintain a comprehensive Program Management Plan (PMP) aligned with NAVSEA 09P objectives.
• Oversee Earned Value Management (EVM) reporting, in-progress reviews, and performance metrics.
• Manage personnel and subcontractor teams, ensuring alignment with contract deliverables and Government expectations.
• Facilitate modernization policy development, implementation, and updates in accordance with the Navy Modernization Process Management and Operation Manual (NMP-MOM).
• Coordinate and support Navy Modernization Process Team (NMPT) and Decision Board (DB) meetings.
• Provide executive-level briefings and communications to senior leadership.
• Ensure compliance with ISO 9001 – Quality Management System (QMS) and Capability Maturity Model Integration (CMMI) Level III standards.
• Support training coordination and delivery for modernization stakeholders.
• Oversee transition planning (Phase-In/Phase-Out) and ensure continuity of operations.
 

Responsibilities

Required Qualifications
• Master’s degree in Business, Engineering, or a related discipline.
• Project Management Professional (PMP) Certification.
• Minimum of 15 years of experience in Program/Project Management.
• Demonstrated experience in Earned Value Management (EVM).
• Demonstrated supervisory and personnel management experience.
• Executive-level communication and briefing experience.
• Experience with ISO 9001 – QMS Principles and Practices.
• Experience with CMMI Level III Principles and Practices.
• Experience in Engineering Change Management.
• Able to obtain and maintain the security clearance required for the position. 
 
Preferred Qualifications
• Master’s degree in Engineering Management or Business Management.
• Program Management Professional (PgMP) Certification.
• 15+ years of experience in DoD/Navy Program Management.
• Familiarity with DoD/DoN Procedures and Policies (DoD 5000 process).

Physical Requirements:
 Work may involve sitting or standing for extended periods of time.  Position may require typing and reading from a computer screen.  Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.  There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required.  Possible lifting up to 25 lbs.

Posted Salary Range

USD $177,247.00 - USD $192,977.00 /Yr.
