Job Title: Business Development Analyst

Introduction:
Rivet Operations Company is seeking a detail-oriented and driven Business Development Analyst to support capture and proposal activities for the Rivet team in San Diego, CA. Rivet is a trusted provider of technical and operational services to the Department of Defense, offering best-in-class support in program management, logistics, acquisition, and business operations.
This position plays a key role in identifying and evaluating new business opportunities, conducting competitive and market research, and supporting proposal development efforts. The Business Development Analyst will work closely with Rivet leadership, capture managers, and technical teams to track opportunities, analyze solicitation requirements, and provide actionable recommendations that strengthen Rivet’s competitive position. The role also supports internal pipeline management, reporting, and decision-making processes to ensure Rivet’s business development efforts are aligned with strategic growth objectives.
Duties and Responsibilities:
Business Development & Capture Support
• Perform PWin (Probability of Win) analysis to assess competitive positioning and provide recommendations for capture strategies.
• Identify new opportunities, update and maintain records in the internal Business Development system, and advance opportunities through the bid/no-bid decision process.
• Research and analyze solicitations, Requests for Information (RFIs), Requests for Proposals (RFPs), and Statements of Work (SOWs) to support pursuit decisions.
• Assist in pipeline development, tracking, and maintenance in BD tools and systems.
• Support the development of proposal outlines, compliance matrices, and bid/no-bid recommendations.
• Prepare and submit responses to Sources Sought and assist with Request for Information (RFI) notices, ensuring accuracy, compliance, and full internal approvals prior to submission.
• Assist with BD opportunities by researching, qualifying, and driving capture activities.
• Perform BD analysis and develop data-driven insights to strengthen competitive positioning.
• Develop outlines, compliance matrices, and content for RFIs, RFPs, and proposal submissions.
• Demonstrate strong communication, collaboration, and leadership skills when engaging with internal teams and external stakeholders.
Program Management Office (PMO) Support
• Provide administrative and analytical support to the PMO, including scheduling, documentation, and project coordination.
• Assist in tracking deliverables, milestones, and project performance metrics.
• Support Project Controller functions (financial tracking, scheduling, reporting, and documentation).
• Collaborate with PMO leadership, including direct support to senior managers, to streamline processes.
Human Resources/Operations Assistance
• Assist in recruitment efforts by drafting requisitions, screening applicants, and coordinating candidate interviews.
• Maintain employee records and assist in onboarding and orientation processes.
• Support workforce planning, talent acquisition strategies, and retention initiatives in alignment with business growth.
• Conduct ERI Salary Assessor research to analyze, track, and evaluate compensation benchmarks.
• Assist in requisition development to ensure staffing needs are clearly defined, aligned with contract requirements, and documented for timely fulfillment.
• Support LOI (Letters of Intent) creation and tracking for proposals and staffing actions.
• Help transition personnel from BD/proposal phase to Operations/Execution phase, ensuring smooth hand off between functions.
